Allegations of gross financial mismanagement and arbitrary abuse of power have surfaced within the Ogun State Council of the Nigeria Civil Service Union (NCSU), as the union’s State Vice Chairman, Comrade Oke Oluwaseun, has accused the State Chairman, Comrade Ismail Oladipupo Sanyaolu, of widespread corruption and constitutional breaches.
In a detailed statement made available to journalists, Comrade Oke alleged that the union, founded in 1912 and reputed as the oldest trade union in Nigeria, is being "bastardized" under Sanyaolu’s leadership, citing numerous instances of unilateral decision-making, financial irregularities, and misuse of union funds.
“The Chairman was seen in a video presiding over and taking unilateral decisions at a State Executive Council (SEC) meeting without the required quorum of two-thirds majority,” Oke stated, describing the meeting as unconstitutional and invalid.
"With over 150 members in the SEC, no fewer than 100 must be present for a valid quorum. That condition was not met," Comrade Oke confirmed.
Oke further decried what he termed a “kangaroo election” for the position of State Auditor, which he claimed was already being legitimately occupied by Comrade Oluwaseun Samuel Oloyede. According to him, the only vacant position within the union, following the death of Comrade Tajudeen Sorinmade, was that of the State Treasurer, which, by constitutional standards, should be filled via a special delegate conference sanctioned by the National Secretariat.
The most damning allegations center around the NCSU Retirement Savings and Loans Scheme, which Oke described as an unregulated and unregistered entity originally established to help union members save toward retirement.
“This scheme has now become a conduit pipe. Comrade Sanyaolu has overridden all structures, rejected an earlier audit report condemning its operations, and now uses it for personal gain,” he said.
According to him, a previous three-man audit committee headed by Alhaji (Comrade) Adisa and instituted under former National President Comrade Lawrence Amaechi, had warned against the scheme’s lack of transparency. However, Sanyaolu allegedly ignored its recommendations and has since appointed family members, loyalists, and unqualified individuals to manage the fund.
“Many members cannot access as little as ₦100,000 from their own savings, even during emergencies. Yet, millions are being loaned out to non-members and non-civil servants,” he lamented.
He cited a specific instance in which Sanyaolu allegedly loaned ₦5 million to Comrade Odebunmi, former NCSU Chairman of the FCT Council and a relative from the same Igbore family compound, without any documented repayment.
Oke also exposed questionable financial dealings involving Hon. Sowunmi Olanrewaju, a former State Trustee of the Union, and a POS operator identified as Akinbami Kabiru in the Odo-Oyo area of Abeokuta, alleged that millions of naira were exchanged without proper records and accountability.
In a particularly alarming claim, he accused Sanyaolu of unilaterally transferring ₦20 million from the savings scheme to the union’s National Secretariat in February 2025 on the request of current National President Comrade Oluwole Adeleye Sunday, without justification or documentation.
“There’s no evidence of repayment to the scheme’s coffers. This is daylight robbery of workers’ savings,” Oke stressed.
The Vice Chairman also listed several alleged illegal appointments and disbursements, including:Senior Personal Assistant to the State Chairman – ₦25,000 monthly, Personal Assistant to the State Chairman – ₦20,000 monthly, Over 10 consultants – ₦10,000 each, Over 40 selected Unit Chairmen loyal to the Chairman – ₦10,000 each, and Asunmo Solidarity Movement led by Comrade Folashade Omoyele – ₦100,000
He stressed that none of these appointees are recognized by the union's constitution and warned that only a forensic audit of the union’s accounts would uncover the full extent of the alleged financial recklessness.
Comrade Oke concluded by calling on the Ogun State Head of Service, the National Secretariat of the Union, and relevant anti-graft agencies to launch an immediate investigation into the allegations, pledged his availability for any questioning and documentation required to assist investigations.
“This union belongs to all of us. We cannot watch it crumble under the weight of greed and impunity,” he stated.
