 OGUN SPEAKER ASSURES ON THOROUGH LEGISLATIVE SCRUTINY AS AGRICULTURE, VEHICLE INSPECTION  BILLS  SCALE SECOND READING 

The Speaker of the Ogun State House of Assembly, Rt. Hon. Oludaisi Elemide, has assured that relevant House Committees and stakeholders would subject all proposed legislations before the Assembly to a thorough scrutiny to ensure that they do not become duplication or conflict with existing extant laws or create unnecessary regulatory burdens on the citizens they intended to serve.

The Speaker gave the assurance, while responding to concerns raised by Hon. Lukman Adeleye, a former Speaker, Rt. Hon. Olakunle Oluomo and other members of the House during the  deliberations on the two bills that scaled second reading at the plenary.

The bills included: "H.B. No. 022/OG/2025-  "

Ogun State Agricultural Advancement and Sustainability Bill, 2025, A Bill for a Law to Promote Year-Round Farming, Irrigation, Mechanised Agriculture, High-Yield Crops, Youth Participation, Security and Market Access for Agricultural Products in Ogun State and Related Matters", as well as "H.B. No. 031/OG/2026- Vehicle Inspection Services (Establishment) Bill, 2026, A Bill for a Law to Establish the Vehicle Inspection Services and for Connected Purposes."

The Speaker reiterated that the relevant House Committees and stakeholders would ensure that all concerns raised during legislative consideration were  adequately addressed to eliminate duplication of existing laws and promote effective implementation of the proposed legislations.

Earlier while opening debate on the Agricultural Advancement and Sustainability Bill, the sponsor, Hon. Babatunde Tella, explained that the proposed legislation was  aimed at repositioning agriculture as a driver of food security, employment generation, rural development and economic growth in the State through improved access to training, increased private sector participation and a clear funding and implementation framework coordinated by the Ministry of Agriculture and other relevant stakeholders.

Contributing to the debate, Hon. Waliu Owode said the bill would help combat rising food prices, stem unemployment and modernise farming, adding that it would also facilitate the establishment of new farm settlements.

 On their part, a former Speaker, Rt. Hon. Olakunle Oluomo and other members of the House supported the bill, with Oluomo stressing the need to encourage more civil servants to embrace farming through some incentives to aid food production.

Presenting the Vehicle Inspection Services (Establishment) Bill, Hon. Oluseun Adesanya, said that the proposed legislation would provide a legal framework for establishing vehicle inspection services in the State and enhance safety and efficiency in the road transport sector.

The bills were subsequently committed to the House Committee on Agriculture and Food Security, as well as that of Transportation for further legislative actions.
