 OGHA MOVES TO STRENGTHEN JUDICIARY, RURAL ROADS AS TWO ADDITIONAL BILLS SCALE SECOND READING

Ogun State House of Assembly today began the consideration of two bills aimed at strengthening the State judiciary and for improving rural road administration, as the bills underwent second reading process at the plenary presided over by the Speaker, Rt. Hon. Oludaisi Elemide 

Also, another bill seeking to regulate matters relating to termination of pregnancy was formally introduced for the first time, as the Clerk/ Head of Legislative Service, Mr. Sakiru Adebakin, read the bill for the first time before the State lawmakers.

The bills which scaled second reading included: " H.B. No. 033/OG/2026 - Ogun State Judicial Institute Bill, 2026", as well as "H.B. No. 035/OG/2026- Ogun State Rural Access Roads Agency (Amendment) Bill, 2026".

The bills sought to improve institutional frameworks and enhance service delivery in their respective sectors.

Opening the debate on the State Judiciary Institute Bill, the sponsor, Hon. Oluseun Adesanya, who earlier moved the motion for the second reading of the bill, seconded by Hon. Yusuf Amosun, called on his fellow lawmakers to support its swift passage; noting that the proposed legislation would create a professional training institution for staff members of the State judiciary and other related matters.

Adesanya explained that the bill, if eventually passed into law, and assented by the State Governor, Prince Dapo Abiodun, would provide the legal framework to regulate the activities of the proposed institution, establish its administrative and political leadership structure as well as address other related matters.

He stressed that it would further enhance professionalism and efficiency of the judiciary.

Also leading debate on the Rural Access Roads Agency Bill, the sponsor, Hon. Babatunde Tella emphasized the need to amend the existing law establishing the Rural Access Roads Agency, particularly the section relating to the remuneration of the Director General of the agency, which according to him was omitted in the existing legislation.

Earlier, Hon. Tella, who had moved the motion for the second reading of the bill, which was seconded by Hon. Adebisi Oyedele, also clarified that the proposed amendment had become necessary to address the identified gap in the existing law and strengthen the operational structure of the agency.

Following deliberations on both bills, the Speaker, therefore committed the Judicial Institute Bill to the House Committee on Justice, Ethics and Public Petitions; while the Rural Access Roads Agency Amendment Bill was referred to the House Committee on Water Resources, Energy and Rural Development for further legislative actions.

Meanwhile, the Speaker, Rt. Hon. Oludaisi Elemide, also announced that Hon. Waliu Owode representing Ijebu East State Constituency had returned to his former party, the People's Democratic Party, making him the only minority member currently in the State House of Assembly.
